Converts a decimal number into octal number

using namespace Computing::Base;
Converts a Decimal (base 10) number to an Octal (base 8) number.
Octal number only include the representations for the values from 0 to 7, as in
01234567Therefore the first set of Octal number are as follows

| 012 | 10 | ten |
| 013 | 11 | eleven |
| 014 | 12 | twelve |
